Vaiśaṃpāyana said: O descendant of Bharata (bhārata), at that time, as the great-souled Pāṇḍavas and also the great Gandharvas were seated there...
लोकाननुचरन्सर्वानागमत्तां सभामृषिः ।
नारदः सुमहातेजा ऋषिभिः सहितस्तदा ॥२॥

Then, the sage Nārada, of immense splendor, traversing all the worlds, arrived at that assembly, accompanied by other sages.
पारिजातेन राजेन्द्र रैवतेन च धीमता ।
सुमुखेन च सौम्येन देवर्षिरमितद्युतिः ।
सभास्थान्पाण्डवान्द्रष्टुं प्रीयमाणो मनोजवः ॥३॥

O king of kings (rājendra), the divine sage (devarṣi) Nārada, who possessed immeasurable splendor (amitadyuti) and was swift as thought (manojavāḥ), arrived, accompanied by Pārijāta, the intelligent Raivata, and the gentle Sumukha, delighted to behold the Pāṇḍavas present in the assembly.
तमागतमृषिं दृष्ट्वा नारदं सर्वधर्मवित् ।
सहसा पाण्डवश्रेष्ठः प्रत्युत्थायानुजैः सह ।
अभ्यवादयत प्रीत्या विनयावनतस्तदा ॥४॥

4. tamāgatamṛṣiṁ dṛṣṭvā nāradaṁ sarvadharmavit ,

Seeing the arrived sage Nārada, the best of the Pāṇḍavas, who was conversant with all principles of natural law (dharma), immediately rose with his younger brothers. Then, humble and bowing with devotion, he greeted him.
तदर्हमासनं तस्मै संप्रदाय यथाविधि ।
अर्चयामास रत्नैश्च सर्वकामैश्च धर्मवित् ॥५॥

5. tadarhamāsanaṁ tasmai saṁpradāya yathāvidhi ,

The one conversant with natural law (dharma), having duly offered him a seat worthy of him, worshipped him with jewels and with all desired objects.
सोऽर्चितः पाण्डवैः सर्वैर्महर्षिर्वेदपारगः ।
धर्मकामार्थसंयुक्तं पप्रच्छेदं युधिष्ठिरम् ॥६॥

6. so'rcitaḥ pāṇḍavaiḥ sarvairmaharṣirvedapāragaḥ ,
dharmakāmārthasaṁyuktaṁ papracchedaṁ yudhiṣṭhiram.

saḥ arcitaḥ pāṇḍavaiḥ sarvaiḥ maharṣiḥ vedapāragaḥ

The great sage (maharṣi), who was conversant with all the Vedas and had been worshipped by all the Pāṇḍavas, then asked Yudhiṣṭhira about matters related to natural law (dharma), legitimate desire (kāma), and material prosperity (artha).
नारद उवाच ।
कच्चिदर्थाश्च कल्पन्ते धर्मे च रमते मनः ।
सुखानि चानुभूयन्ते मनश्च न विहन्यते ॥७॥
कच्चिदर्थाश्च कल्पन्ते धर्मे च रमते मनः ।
सुखानि चानुभूयन्ते मनश्च न विहन्यते ॥७॥

kaccidarthāśca kalpante dharme ca ramate manaḥ ,
sukhāni cānubhūyante manaśca na vihanyate.

Nārada said: Do your material pursuits (artha) flourish? Does your mind (manas) find joy in adhering to natural law (dharma)? Are you experiencing happiness? And is your mind not troubled?
कच्चिदाचरितां पूर्वैर्नरदेव पितामहैः ।
वर्तसे वृत्तिमक्षीणां धर्मार्थसहितां नृषु ॥८॥

8. kaccidācaritāṁ pūrvairnaradeva pitāmahaiḥ ,
vartase vṛttimakṣīṇāṁ dharmārthasahitāṁ nṛṣu.

O king, I hope you are upholding among your people that undiminished conduct (vṛtti) which was observed by your forefathers, and which encompasses both natural law (dharma) and material prosperity (artha).
कच्चिदर्थेन वा धर्मं धर्मेणार्थमथापि वा ।
उभौ वा प्रीतिसारेण न कामेन प्रबाधसे ॥९॥

9. kaccidarthena vā dharmaṁ dharmeṇārthamathāpi vā ,
ubhau vā prītisāreṇa na kāmena prabādhase.

I hope you do not hinder natural law (dharma) for the sake of material pursuits (artha), nor material pursuits for the sake of natural law (dharma). Do you not obstruct both out of mere desire (kāma), but rather through a core of affection?
कच्चिदर्थं च धर्मं च कामं च जयतां वर ।
विभज्य काले कालज्ञ सदा वरद सेवसे ॥१०॥

O best among conquerors, O knower of timing, O bestower of boons, I hope you always pursue material prosperity, righteous conduct (dharma), and pleasure, distributing them appropriately at the right time.
कच्चिद्राजगुणैः षड्भिः सप्तोपायांस्तथानघ ।
बलाबलं तथा सम्यक्चतुर्दश परीक्षसे ॥११॥

11. kaccidrājaguṇaiḥ ṣaḍbhiḥ saptopāyāṁstathānagha ,
balābalaṁ tathā samyakcaturdaśa parīkṣase.

O faultless one, I hope you thoroughly examine the six strategic measures, the seven expedients (upāyāḥ), and the relative strengths and weaknesses, as well as the fourteen (points of investigation).
कच्चिदात्मानमन्वीक्ष्य परांश्च जयतां वर ।
तथा संधाय कर्माणि अष्टौ भारत सेवसे ॥१२॥

12. kaccidātmānamanvīkṣya parāṁśca jayatāṁ vara ,
tathā saṁdhāya karmāṇi aṣṭau bhārata sevase.

O best among conquerors, O descendant of Bharata, I hope that, having fully investigated yourself (ātman) and others, you properly manage the eight types of activities (karma).
कच्चित्प्रकृतयः षट्ते न लुप्ता भरतर्षभ ।
आढ्यास्तथाव्यसनिनः स्वनुरक्ताश्च सर्वशः ॥१३॥

13. kaccitprakṛtayaḥ ṣaṭte na luptā bharatarṣabha ,
āḍhyāstathāvyasaninaḥ svanuraktāśca sarvaśaḥ.

13.
O best of Bharatas, I hope that your six essential constituents (prakṛti) are not neglected, and that they are prosperous, free from vices, and completely loyal in all respects.
कच्चिन्न तर्कैर्दूतैर्वा ये चाप्यपरिशङ्किताः ।
त्वत्तो वा तव वामात्यैर्भिद्यते जातु मन्त्रितम् ॥१४॥
त्वत्तो वा तव वामात्यैर्भिद्यते जातु मन्त्रितम् ॥१४॥
14. kaccinna tarkairdūtairvā ye cāpyapariśaṅkitāḥ ,
tvatto vā tava vāmātyairbhidyate jātu mantritam.

kaccit na tarkaiḥ dūtaiḥ vā ye ca api apariśaṅkitāḥ

I hope that your secret counsel is never revealed by conjectures, or by messengers, or even by unsuspecting individuals, nor by yourself, nor by your ministers.
कच्चित्संधिं यथाकालं विग्रहं चोपसेवसे ।
कच्चिद्वृत्तिमुदासीने मध्यमे चानुवर्तसे ॥१५॥

15. kaccitsaṁdhiṁ yathākālaṁ vigrahaṁ copasevase ,
kaccidvṛttimudāsīne madhyame cānuvartase.

I hope that you appropriately employ policies of peace (sandhi) and war (vigraha). And I hope that you maintain the correct conduct (vṛtti) towards neutral (udāsīna) and middle (madhyama) states.
कच्चिदात्मसमा बुद्ध्या शुचयो जीवितक्षमाः ।
कुलीनाश्चानुरक्ताश्च कृतास्ते वीर मन्त्रिणः ॥१६॥

16. kaccidātmasamā buddhyā śucayo jīvitakṣamāḥ ,
kulīnāścānuraktāśca kṛtāste vīra mantriṇaḥ.

16.
O hero, I hope that your ministers are those who are equal to you in intellect, pure, capable of safeguarding your life, of noble lineage, and loyal.
विजयो मन्त्रमूलो हि राज्ञां भवति भारत ।
सुसंवृतो मन्त्रधनैरमात्यैः शास्त्रकोविदैः ॥१७॥

17. vijayo mantramūlo hi rājñāṁ bhavati bhārata ,
susaṁvṛto mantradhanairamātyaiḥ śāstrakovidaiḥ.

17.
Indeed, O Bhārata, the victory of kings truly has its foundation in counsel, and it is well-protected by ministers who possess abundant counsel and are expert in the scriptures.
कच्चिन्निद्रावशं नैषि कच्चित्काले विबुध्यसे ।
कच्चिच्चापररात्रेषु चिन्तयस्यर्थमर्थवित् ॥१८॥

18. kaccinnidrāvaśaṁ naiṣi kaccitkāle vibudhyase ,
kacciccāpararātreṣu cintayasyarthamarthavit.

kaccit nidrāvaśam na eṣi kaccit kāle vibudhyase

I hope you do not succumb to sleep, and that you awaken at the proper time. And I hope that, being well-versed in matters of state, you reflect upon important affairs in the latter part of the night.
कच्चिन्मन्त्रयसे नैकः कच्चिन्न बहुभिः सह ।
कच्चित्ते मन्त्रितो मन्त्रो न राष्ट्रमनुधावति ॥१९॥

19. kaccinmantrayase naikaḥ kaccinna bahubhiḥ saha ,
kaccitte mantrito mantro na rāṣṭramanudhāvati.

I hope you do not deliberate alone, nor do you consult with many. I trust that the counsel you have deliberated upon does not become public knowledge throughout the kingdom.
कच्चिदर्थान्विनिश्चित्य लघुमूलान्महोदयान् ।
क्षिप्रमारभसे कर्तुं न विघ्नयसि तादृशान् ॥२०॥

20. kaccidarthānviniścitya laghumūlānmahodayān ,
kṣipramārabhase kartuṁ na vighnayasi tādṛśān.

I hope that, having thoroughly ascertained those affairs that require little initial investment but yield great results, you quickly begin to implement them, and do not obstruct such endeavors.
कच्चिन्न सर्वे कर्मान्ताः परोक्षास्ते विशङ्किताः ।
सर्वे वा पुनरुत्सृष्टाः संसृष्टं ह्यत्र कारणम् ॥२१॥
सर्वे वा पुनरुत्सृष्टाः संसृष्टं ह्यत्र कारणम् ॥२१॥
21. kaccinna sarve karmāntāḥ parokṣāste viśaṅkitāḥ ,
sarve vā punarutsṛṣṭāḥ saṁsṛṣṭaṁ hyatra kāraṇam.
sarve vā punarutsṛṣṭāḥ saṁsṛṣṭaṁ hyatra kāraṇam.
21.
kaccit na sarve karmāntāḥ parokṣāḥ te viśaṅkitāḥ
sarve vā punar utsṛṣṭāḥ saṃsṛṣṭam hi atra kāraṇam
sarve vā punar utsṛṣṭāḥ saṃsṛṣṭam hi atra kāraṇam
21.
I trust that not all your enterprises are kept hidden and consequently viewed with suspicion. Nor are all of them simply abandoned. For, in this matter, a mixed approach is indeed the proper strategy.
कच्चिद्राजन्कृतान्येव कृतप्रायाणि वा पुनः ।
विदुस्ते वीर कर्माणि नानवाप्तानि कानिचित् ॥२२॥

22. kaccidrājankṛtānyeva kṛtaprāyāṇi vā punaḥ ,

O King, O hero, I hope that they are aware of all your undertakings (karma), both those that are completed and those that are nearly completed, and that none remain unaccomplished.
कच्चित्कारणिकाः सर्वे सर्वशास्त्रेषु कोविदाः ।
कारयन्ति कुमारांश्च योधमुख्यांश्च सर्वशः ॥२३॥

23. kaccitkāraṇikāḥ sarve sarvaśāstreṣu kovidāḥ ,
kārayanti kumārāṁśca yodhamukhyāṁśca sarvaśaḥ.

I hope that all your experts, who are proficient in all branches of knowledge (śāstra), effectively instruct the princes and chief warriors in every respect.
कच्चित्सहस्रैर्मूर्खाणामेकं क्रीणासि पण्डितम् ।
पण्डितो ह्यर्थकृच्छ्रेषु कुर्यान्निःश्रेयसं परम् ॥२४॥
पण्डितो ह्यर्थकृच्छ्रेषु कुर्यान्निःश्रेयसं परम् ॥२४॥
24. kaccitsahasrairmūrkhāṇāmekaṁ krīṇāsi paṇḍitam ,
paṇḍito hyarthakṛcchreṣu kuryānniḥśreyasaṁ param.

kaccit sahasraiḥ mūrkhāṇām ekam krīṇāsi paṇḍitam |
paṇḍitaḥ hi arthakṛcchreṣu kuryāt niḥśreyasam param
paṇḍitaḥ hi arthakṛcchreṣu kuryāt niḥśreyasam param

I hope that you would acquire one wise person (paṇḍita) in exchange for a thousand fools. Indeed, a wise person (paṇḍita) can achieve the supreme benefit (niḥśreyasa) in times of financial or circumstantial difficulty.
कच्चिद्दुर्गाणि सर्वाणि धनधान्यायुधोदकैः ।
यन्त्रैश्च परिपूर्णानि तथा शिल्पिधनुर्धरैः ॥२५॥
यन्त्रैश्च परिपूर्णानि तथा शिल्पिधनुर्धरैः ॥२५॥
25. kacciddurgāṇi sarvāṇi dhanadhānyāyudhodakaiḥ ,
yantraiśca paripūrṇāni tathā śilpidhanurdharaiḥ.

त्वया वा पीड्यते राष्ट्रं कच्चित्पुष्टाः कृषीवलाः ॥६६॥

Nārada said: The Vedas are fruitful when performed with the fire ritual (agnihotra). Wealth is fruitful when given away and enjoyed. Wives are fruitful through conjugal pleasure and progeny. Learning is fruitful through good character and ethical conduct.

एतदाख्याय स मुनिर्नारदः सुमहातपाः ।
पप्रच्छानन्तरमिदं धर्मात्मानं युधिष्ठिरम् ॥१०२॥

Vaiśampāyana said: The great-souled King, the chief of the Kurus, was delighted upon hearing these words of the best among Brahmins. He then bowed down at his feet, offered his greetings, and spoke to Nārada, who appeared divine.
एवं करिष्यामि यथा त्वयोक्तं प्रज्ञा हि मे भूय एवाभिवृद्धा ।
उक्त्वा तथा चैव चकार राजा लेभे महीं सागरमेखलां च ॥११५॥

I will certainly do as you have instructed, for my understanding (prajñā) has indeed greatly increased. Having said this, the king acted accordingly and obtained the entire earth, which is girdled by the ocean.

एवं यो वर्तते राजा चातुर्वर्ण्यस्य रक्षणे ।
स विहृत्येह सुसुखी शक्रस्यैति सलोकताम् ॥११६॥

Nārada said: The king who conducts himself in this manner, dedicated to the protection of the four social classes (cāturvarṇya), lives very happily in this world and then attains the same celestial abode as Indra (Śakra).
