मुनिरुवाच ।
अथ चेत्पौरुषं किंचित्क्षत्रियात्मनि पश्यसि ।
ब्रवीमि हन्त ते नीतिं राज्यस्य प्रतिपत्तये ॥१॥
1. muniruvāca ,
atha cetpauruṣaṁ kiṁcitkṣatriyātmani paśyasi ,
bravīmi hanta te nītiṁ rājyasya pratipattaye.

1. The sage said: 'Now, if you perceive some valor (pauruṣa) within your warrior nature (ātman), then I shall indeed tell you the proper guidance for obtaining the kingdom.'
तां चेच्छक्ष्यस्यनुष्ठातुं कर्म चैव करिष्यसि ।
शृणु सर्वमशेषेण यत्त्वां वक्ष्यामि तत्त्वतः ॥२॥
2. tāṁ cecchakṣyasyanuṣṭhātuṁ karma caiva kariṣyasi ,
śṛṇu sarvamaśeṣeṇa yattvāṁ vakṣyāmi tattvataḥ.
2. tām cet śakṣyasi anuṣṭhātum karma ca eva kariṣyasi
śṛṇu sarvam aśeṣeṇa yat tvām vakṣyāmi tattvataḥ
2. cet tām anuṣṭhātum śakṣyasi ca eva karma kariṣyasi
yat tvām tattvataḥ vakṣyāmi sarvam aśeṣeṇa śṛṇu
2. If you are capable of implementing that policy and will indeed perform the necessary action (karma), then listen completely to everything that I will truthfully explain to you.
आचरिष्यसि चेत्कर्म महतोऽर्थानवाप्स्यसि ।
राज्यं राज्यस्य मन्त्रं वा महतीं वा पुनः श्रियम् ।
यद्येतद्रोचते राजन्पुनर्ब्रूहि ब्रवीमि ते ॥३॥
3. ācariṣyasi cetkarma mahato'rthānavāpsyasi ,
rājyaṁ rājyasya mantraṁ vā mahatīṁ vā punaḥ śriyam ,
yadyetadrocate rājanpunarbrūhi bravīmi te.
3. ācariṣyasi cet karma mahataḥ arthān
avāpsyasi rājyam rājyasya mantram
vā mahatīm vā punaḥ śriyam yadi etat
rocate rājan punaḥ brūhi bravīmi te
3. cet karma ācariṣyasi mahataḥ arthān

vā punaḥ mahatīm śriyam rājan yadi

3. If you perform the prescribed action (karma), you will achieve significant objectives. You will attain either sovereignty, or the strategic counsel (mantra) for a kingdom, or great prosperity. O King, if this appeals to you, then tell me again, and I will continue to instruct you.
राजपुत्र उवाच ।
ब्रवीतु भगवान्नीतिमुपपन्नोऽस्म्यहं प्रभो ।
अमोघमिदमद्यास्तु त्वया सह समागतम् ॥४॥
4. rājaputra uvāca ,
bravītu bhagavānnītimupapanno'smyahaṁ prabho ,
amoghamidamadyāstu tvayā saha samāgatam.
4. rājaputraḥ uvāca bravītu bhagavān nītim upapannaḥ asmi
aham prabho amogham idam adya astu tvayā saha samāgatam
4. rājaputraḥ uvāca prabho bhagavān nītim bravītu aham
upapannaḥ asmi adya tvayā saha samāgatam idam amogham astu
4. The Prince said: Lord, may Your Reverence speak the counsel; I am prepared, O master. May this encounter with you today not be in vain.
मुनिरुवाच ।
हित्वा स्तम्भं च मानं च क्रोधहर्षौ भयं तथा ।
प्रत्यमित्रं निषेवस्व प्रणिपत्य कृताञ्जलिः ॥५॥
5. muniruvāca ,
hitvā stambhaṁ ca mānaṁ ca krodhaharṣau bhayaṁ tathā ,
pratyamitraṁ niṣevasva praṇipatya kṛtāñjaliḥ.
5. muniḥ uvāca hitvā stambham ca mānam ca krodhaharṣau
bhayam tathā pratyamitram niṣevasva praṇipatya kṛtāñjaliḥ
5. muniḥ uvāca stambham ca mānam ca krodhaharṣau tathā
bhayam hitvā kṛtāñjaliḥ praṇipatya pratyamitram niṣevasva
5. The sage said: Abandoning stubbornness, pride, as well as anger and joy, and fear, approach your enemy (pratyamitra) with reverence, having clasped your hands in salutation.
तमुत्तमेन शौचेन कर्मणा चाभिराधय ।
दातुमर्हति ते वृत्तिं वैदेहः सत्यसंगरः ॥६॥
6. tamuttamena śaucena karmaṇā cābhirādhaya ,
dātumarhati te vṛttiṁ vaidehaḥ satyasaṁgaraḥ.
6. tam uttamen śaucena karmaṇā ca abhirādhaya
dātum arhati te vṛttim vaidehaḥ satyasaṅgaraḥ
6. uttamen śaucena karmaṇā ca tam abhirādhaya
satyasaṅgaraḥ vaidehaḥ te vṛttim dātum arhati
6. Propitiate him with the highest purity and by action (karma). The Videha king, who is true to his promise, is fit to give you a livelihood.
प्रमाणं सर्वभूतेषु प्रग्रहं च गमिष्यसि ।
ततः सहायान्सोत्साहाँल्लप्स्यसेऽव्यसनाञ्शुचीन् ॥७॥
7. pramāṇaṁ sarvabhūteṣu pragrahaṁ ca gamiṣyasi ,
tataḥ sahāyānsotsāhāँllapsyase'vyasanāñśucīn.
7. pramāṇam sarvabhūteṣu pragraham ca gamiṣyasi
tataḥ sahāyān sa-utsāhān lapsyase avyasanān śucīn
7. sarvabhūteṣu pramāṇam ca pragraham gamiṣyasi
tataḥ sa-utsāhān avyasanān śucīn sahāyān lapsyase
7. You will become an authority and a leader among all beings. Thereafter, you will obtain enthusiastic, pure, and faultless helpers.
वर्तमानः स्वशास्त्रे वै संयतात्मा जितेन्द्रियः ।
अभ्युद्धरति चात्मानं प्रसादयति च प्रजाः ॥८॥
8. vartamānaḥ svaśāstre vai saṁyatātmā jitendriyaḥ ,
abhyuddharati cātmānaṁ prasādayati ca prajāḥ.
8. vartamānaḥ svaśāstre vai saṃyatātmā jitendriyaḥ
abhyuddharati ca ātmānam prasādayati ca prajāḥ
8. vartamānaḥ svaśāstre vai saṃyatātmā jitendriyaḥ
ātmānam abhyuddharati ca prajāḥ prasādayati ca
8. One who lives according to their own prescribed duties, with a controlled self (ātman) and conquered senses, indeed uplifts their own being (ātman) and pleases the people.
तेनैव त्वं धृतिमता श्रीमता चाभिसत्कृतः ।
प्रमाणं सर्वभूतेषु गत्वा प्रग्रहणं महत् ॥९॥
9. tenaiva tvaṁ dhṛtimatā śrīmatā cābhisatkṛtaḥ ,
pramāṇaṁ sarvabhūteṣu gatvā pragrahaṇaṁ mahat.
9. tena eva tvam dhṛtimatā śrīmatā ca abhisatkṛtaḥ
pramāṇam sarvabhūteṣu gatvā pragrahaṇam mahat
9. tena eva dhṛtimatā śrīmatā ca tvam abhisatkṛtaḥ
sarvabhūteṣu mahat pramāṇam pragrahaṇam gatvā
9. You are indeed honored by that resolute and glorious person. Having become a great authority and support among all beings.
ततः सुहृद्बलं लब्ध्वा मन्त्रयित्वा सुमन्त्रितम् ।
अन्तरैर्भेदयित्वारीन्बिल्वं बिल्वेन शातय ।
परैर्वा संविदं कृत्वा बलमप्यस्य घातय ॥१०॥
10. tataḥ suhṛdbalaṁ labdhvā mantrayitvā sumantritam ,
antarairbhedayitvārīnbilvaṁ bilvena śātaya ,
parairvā saṁvidaṁ kṛtvā balamapyasya ghātaya.
10. tataḥ suhṛdbalam labdhvā mantrayitvā
sumantritam antaraiḥ bhedayitvā
arīn bilvam bilvena śātaya paraiḥ vā
saṃvidam kṛtvā balam api asya ghātaya
10. tataḥ suhṛdbalam labdhvā sumantritam
mantrayitvā antaraiḥ arīn bhedayitvā
bilvam bilvena śātaya vā paraiḥ
saṃvidam kṛtvā asya balam api ghātaya
10. Then, having obtained the support of allies and having deliberated well, divide the enemies by exploiting their internal differences. 'Cut down a Bilva fruit with a Bilva fruit' (meaning, use a similar strength to overcome an opponent). Or, by forming an alliance with others, also destroy his army.
अलभ्या ये शुभा भावाः स्त्रियश्चाच्छादनानि च ।
शय्यासनानि यानानि महार्हाणि गृहाणि च ॥११॥
11. alabhyā ye śubhā bhāvāḥ striyaścācchādanāni ca ,
śayyāsanāni yānāni mahārhāṇi gṛhāṇi ca.
11. alabhyāḥ ye śubhāḥ bhāvāḥ striyaḥ ca ācchādanāni
ca śayyāsanāni yānāni mahārhāṇi gṛhāṇi ca
11. ye śubhāḥ alabhyāḥ bhāvāḥ striyaḥ ca ācchādanāni
ca śayyāsanāni yānāni mahārhāṇi gṛhāṇi ca
11. Those auspicious and beautiful objects that are unobtainable, and women, and fine garments, and beds and seats, and vehicles, and costly houses.
पक्षिणो मृगजातानि रसा गन्धाः फलानि च ।
तेष्वेव सज्जयेथास्त्वं यथा नश्येत्स्वयं परः ॥१२॥
12. pakṣiṇo mṛgajātāni rasā gandhāḥ phalāni ca ,
teṣveva sajjayethāstvaṁ yathā naśyetsvayaṁ paraḥ.
12. pakṣiṇaḥ mṛgajātāni rasāḥ gandhāḥ phalāni ca teṣu
eva sajjayethāḥ tvam yathā naśyet svayam paraḥ
12. tvam pakṣiṇaḥ mṛgajātāni rasāḥ gandhāḥ phalāni ca
teṣu eva sajjayethāḥ yathā paraḥ svayam naśyet
12. You should cause (the enemy) to become engrossed in birds, various kinds of animals, tastes, smells, and fruits. Entangle him in these very things, so that the opponent (paraḥ) may perish on his own.
यद्येव प्रतिषेद्धव्यो यद्युपेक्षणमर्हति ।
न जातु विवृतः कार्यः शत्रुर्विनयमिच्छता ॥१३॥
13. yadyeva pratiṣeddhavyo yadyupekṣaṇamarhati ,
na jātu vivṛtaḥ kāryaḥ śatrurvinayamicchatā.
13. yadi eva pratiṣeddhavyaḥ yadi upekṣaṇam arhati
na jātu vivṛtaḥ kāryaḥ śatruḥ vinayam icchatā
13. yadi eva pratiṣeddhavyaḥ yadi upekṣaṇam arhati
vinayam icchatā śatruḥ jātu vivṛtaḥ na kāryaḥ
13. Even if (an enemy) must be opposed, or if he deserves to be ignored, an enemy should certainly never be openly exposed by one who desires his submission (vinaya).
वसस्व परमामित्रविषये प्राज्ञसंमते ।
भजस्व श्वेतकाकीयैर्मित्राधममनर्थकैः ॥१४॥
14. vasasva paramāmitraviṣaye prājñasaṁmate ,
bhajasva śvetakākīyairmitrādhamamanarthakaiḥ.
14. vasasva paramāmitraviṣaye prājñasammate
bhajasva śvetakākīyaiḥ mitrādhamam anarthakaiḥ
14. paramāmitraviṣaye prājñasammate vasasva
mitrādhamam śvetakākīyaiḥ anarthakaiḥ bhajasva
14. Reside in the territory of a formidable enemy (paramāmitra), a strategy approved by the wise. Associate with the lowest of friends (mitrādhamam), employing the tactics of the 'white crow' (śvetakākīya) and those who are detrimental (anarthakaiḥ).
आरम्भांश्चास्य महतो दुष्करांस्त्वं प्रयोजय ।
नदीबन्धविरोधांश्च बलवद्भिर्विरुध्यताम् ॥१५॥
15. ārambhāṁścāsya mahato duṣkarāṁstvaṁ prayojaya ,
nadībandhavirodhāṁśca balavadbhirvirudhyatām.
15. ārambhān ca asya mahataḥ duṣkarān tvam prayojaya
nadībandhavirodhān ca balavaddhiḥ virudhyatām
15. tvam asya mahataḥ duṣkarān ārambhān ca
nadībandhavirodhān prayojaya balavaddhiḥ virudhyatām
15. You should cause him to undertake his great and difficult enterprises, as well as his river-damming obstructions. And let him be opposed by powerful individuals.
उद्यानानि महार्हाणि शयनान्यासनानि च ।
प्रतिभोगसुखेनैव कोशमस्य विरेचय ॥१६॥
16. udyānāni mahārhāṇi śayanānyāsanāni ca ,
pratibhogasukhenaiva kośamasya virecaya.
16. udyānāni mahārhāṇi śayanāni āsanāni ca |
pratibhogasukhena eva kośam asya virecaya
16. asya kośam mahārhāṇi udyānāni śayanāni
āsanāni ca pratibhogasukhena eva virecaya
16. Deplete his treasury solely through the pleasure derived from luxurious gardens, beds, and seats.
यज्ञदानप्रशंसास्मै ब्राह्मणेष्वनुवर्ण्यताम् ।
ते त्वत्प्रियं करिष्यन्ति तं चेष्यन्ति वृका इव ॥१७॥
17. yajñadānapraśaṁsāsmai brāhmaṇeṣvanuvarṇyatām ,
te tvatpriyaṁ kariṣyanti taṁ ceṣyanti vṛkā iva.
17. yajña dāna praśaṃsā asmai brāhmaṇeṣu anuvarṇyatām |
te tvat priyam kariṣyanti tam ca iṣyanti vṛkāḥ iva
17. asmai brāhmaṇeṣu yajña dāna praśaṃsā anuvarṇyatām
te tvat priyam kariṣyanti ca vṛkāḥ iva tam iṣyanti
17. Let the praise of religious Vedic rituals (yajña) and charitable giving (dāna) be proclaimed to him among the Brahmins. They will do what is pleasing to you and will assault him like wolves.
असंशयं पुण्यशीलः प्राप्नोति परमां गतिम् ।
त्रिविष्टपे पुण्यतमं स्थानं प्राप्नोति पार्थिवः ।
कोशक्षये त्वमित्राणां वशं कौसल्य गच्छति ॥१८॥
18. asaṁśayaṁ puṇyaśīlaḥ prāpnoti paramāṁ gatim ,
triviṣṭape puṇyatamaṁ sthānaṁ prāpnoti pārthivaḥ ,
kośakṣaye tvamitrāṇāṁ vaśaṁ kausalya gacchati.
18. asaṃśayam puṇyaśīlaḥ prāpnoti paramām
gatim | triviṣṭape puṇyatamam
sthānam prāpnoti pārthivaḥ | koṣakṣaye
tu amitrāṇām vaśam kausalya gacchati
18. asaṃśayam puṇyaśīlaḥ paramām gatim
prāpnoti pārthivaḥ triviṣṭape
puṇyatamam sthānam prāpnoti kausalya
tu koṣakṣaye amitrāṇām vaśam gacchati
18. Without a doubt, a virtuous person attains the supreme state. A king (pārthiva) achieves the most meritorious position in heaven. But, O Kausalya, when his treasury is depleted, he falls under the control of his enemies.
उभयत्र प्रसक्तस्य धर्मे चाधर्म एव च ।
बलार्थमूलं व्युच्छिद्येत्तेन नन्दन्ति शत्रवः ॥१९॥
19. ubhayatra prasaktasya dharme cādharma eva ca ,
balārthamūlaṁ vyucchidyettena nandanti śatravaḥ.
19. ubhayatra prasaktasya dharme ca adharme eva ca |
bala artha mūlam vyucchidyet tena nandanti śatravaḥ
19. ubhayatra dharme ca adharme eva ca prasaktasya bala
artha mūlam vyucchidyet tena śatravaḥ nandanti
19. For someone equally engaged in both righteous (dharma) and unrighteous (adharma) conduct, the very foundation of his strength and wealth will be cut off. And by that, his enemies rejoice.
निन्द्यास्य मानुषं कर्म दैवमस्योपवर्णय ।
असंशयं दैवपरः क्षिप्रमेव विनश्यति ॥२०॥
20. nindyāsya mānuṣaṁ karma daivamasyopavarṇaya ,
asaṁśayaṁ daivaparaḥ kṣiprameva vinaśyati.
20. nindyā asya mānuṣam karma daivam asya upavarṇaya
asaṃśayam daivaparaḥ kṣipram eva vinaśyati
20. asya nindyā mānuṣam karma daivam asya upavarṇaya
asaṃśayam daivaparaḥ kṣipram eva vinaśyati
20. Describe his blameworthy human action (karma), and also describe his divine destiny. Undoubtedly, one who relies solely on divine destiny perishes very quickly.
याजयैनं विश्वजिता सर्वस्वेन वियुज्यताम् ।
ततो गच्छत्वसिद्धार्थः पीड्यमानो महाजनम् ॥२१॥
21. yājayainaṁ viśvajitā sarvasvena viyujyatām ,
tato gacchatvasiddhārthaḥ pīḍyamāno mahājanam.
21. yājaya enam viśvajitā sarva_svena vi_yujyatām
tataḥ gac_chatu asiddha_arthaḥ pīḍyamānaḥ mahājanam
21. enam viśvajitā yājaya sarva_svena vi_yujyatām
tataḥ asiddha_arthaḥ pīḍyamānaḥ mahājanam gac_chatu
21. Make him perform the Viśvajit (Vedic ritual); let him be stripped of all his possessions. Then, his purpose unaccomplished and afflicted, let him go to the general public.
त्यागधर्मविदं मुण्डं कंचिदस्योपवर्णय ।
अपि त्यागं बुभूषेत कच्चिद्गच्छेदनामयम् ॥२२॥
22. tyāgadharmavidaṁ muṇḍaṁ kaṁcidasyopavarṇaya ,
api tyāgaṁ bubhūṣeta kaccidgacchedanāmayam.
22. tyāgadarmavidam muṇḍam kaṃcit asya upavarṇaya
api tyāgam bubhūṣeta kaccit gacchet anāmayam
22. asya tyāgadarmavidam muṇḍam kaṃcit upavarṇaya
api tyāgam bubhūṣeta kaccit anāmayam gacchet
22. Describe to him a shaven-headed person who understands the natural law (dharma) of renunciation (tyāga). Would he then desire renunciation (tyāga)? Would he attain well-being?
सिद्धेनौषधयोगेन सर्वशत्रुविनाशिना ।
नागानश्वान्मनुष्यांश्च कृतकैरुपघातय ॥२३॥
23. siddhenauṣadhayogena sarvaśatruvināśinā ,
nāgānaśvānmanuṣyāṁśca kṛtakairupaghātaya.
23. siddhena auṣadhayogena sarvaśatruvināśinā
nāgān aśvān manuṣyān ca kṛtakaiḥ upaghātaya
23. sarvaśatruvināśinā siddhena auṣadhayogena
ca kṛtakaiḥ nāgān aśvān manuṣyān upaghātaya
23. Destroy elephants, horses, and humans by using a potent medicinal compound, one that eliminates all enemies, and by employing artificial means.
एते चान्ये च बहवो दम्भयोगाः सुनिश्चिताः ।
शक्या विषहता कर्तुं नक्लीबेन नृपात्मज ॥२४॥
24. ete cānye ca bahavo dambhayogāḥ suniścitāḥ ,
śakyā viṣahatā kartuṁ naklībena nṛpātmaja.
24. ete ca anye ca bahavaḥ dambhayogāḥ suniścitāḥ
śakyā viṣahatā kartum na klībena nṛpātmaja
24. O son of a king, these and many other well-established forms of hypocrisy (dambha-yoga) - their overcoming is possible to be achieved, but not by a weakling.
