Vaiśampāyana said: While Yudhiṣṭhira, the son of Kunti (Kauṇṭeya) and King of natural law (dharma), remained silent, his brothers were speaking those various conclusions (niścayān) from the Vedas.

Then, Draupadi, with broad hips, having addressed her husband and having looked at him with an extremely gentle voice, spoke these words.

6.
O Pārtha, these brothers of yours are standing here, drying up like small drops of water, crying out loudly, and you do not greet them.

O great king, gladden these (brothers), who are constantly afflicted with sorrow, with appropriate words, just as one would gladden intoxicated great elephants.

O King, how can you (now abandon) these brothers, who are together and afflicted by cold, wind, and sun, after having previously spoken such words (of solace/promise) in the Dvaita forest?

Let them perform various elaborate Vedic rituals (yajña) with ample sacrificial fees; for us, the suffering (duḥkha) caused by our forest dwelling will turn into happiness.

Having spoken to them in this manner, you yourself, O best among the upholders of natural law (dharma), how is it that today, O hero, you again destroy (or 'dishearten') their minds?

A eunuch (klība) does not rule the earth, nor does a eunuch (klība) acquire wealth. In the house of a eunuch (klība), sons exist like fish in the mud.

14.
A warrior (kṣatriya) who does not inflict punishment does not shine, nor does one who refrains from punishment attain prosperity. The subjects of a king who does not inflict punishment do not flourish happily, O Bhārata.

15.
Friendliness towards all beings, charity (dāna), study, and austerity (tapas) – this should be the natural law (dharma) for a Brahmin, O best of kings, not for a ruler.

16.
The suppression of the wicked and the protection of the virtuous, and not fleeing in battle - this is the supreme natural law (dharma) for kings.

17.
He in whom are found both forgiveness and anger, both giving and taking, both fear and fearlessness, and both restraint and grace - he indeed is called a knower of natural law (dharma).
