वैशंपायन उवाच ।
प्रकृतीनां तु तद्वाक्यं देशकालोपसंहितम् ।
श्रुत्वा युधिष्ठिरो राजाथोत्तरं प्रत्यभाषत ॥१॥
1. vaiśaṁpāyana uvāca ,
prakṛtīnāṁ tu tadvākyaṁ deśakālopasaṁhitam ,
śrutvā yudhiṣṭhiro rājāthottaraṁ pratyabhāṣata.

1. Vaiśaṃpāyana said: King Yudhiṣṭhira, having heard that statement from the citizens (prakṛti) which was well-suited to the context of time and place, then spoke a reply.
धन्याः पाण्डुसुता लोके येषां ब्राह्मणपुंगवाः ।
तथ्यान्वाप्यथ वातथ्यान्गुणानाहुः समागताः ॥२॥
2. dhanyāḥ pāṇḍusutā loke yeṣāṁ brāhmaṇapuṁgavāḥ ,
tathyānvāpyatha vātathyānguṇānāhuḥ samāgatāḥ.
2. dhanyāḥ pāṇḍusutāḥ loke yeṣām brāhmaṇapuṅgavāḥ
tathyān vā api atha vā atathyān guṇān āhuḥ samāgatāḥ
2. loke pāṇḍusutāḥ dhanyāḥ yeṣām samāgatāḥ brāhmaṇapuṅgavāḥ
tathyān vā api atha vā atathyān guṇān āhuḥ
2. Fortunate are the sons of Pāṇḍu in this world, since excellent Brahmins, having gathered, speak of their virtues (guṇa), whether those virtues are truly present or not.
अनुग्राह्या वयं नूनं भवतामिति मे मतिः ।
यत्रैवं गुणसंपन्नानस्मान्ब्रूथ विमत्सराः ॥३॥
3. anugrāhyā vayaṁ nūnaṁ bhavatāmiti me matiḥ ,
yatraivaṁ guṇasaṁpannānasmānbrūtha vimatsarāḥ.
3. anugrāhyāḥ vayam nūnam bhavatām iti me matiḥ
yatra evam guṇasampannān asmān brūtha vimatsarāḥ
3. vayam nūnam bhavatām anugrāhyāḥ iti me matiḥ
yatra vimatsarāḥ evam guṇasampannān asmān brūtha
3. "We are certainly worthy of your favor, this is my conviction (mati), given that you, free from envy, speak of us as being endowed with such virtues (guṇa)."
धृतराष्ट्रो महाराजः पिता नो दैवतं परम् ।
शासनेऽस्य प्रिये चैव स्थेयं मत्प्रियकाङ्क्षिभिः ॥४॥
4. dhṛtarāṣṭro mahārājaḥ pitā no daivataṁ param ,
śāsane'sya priye caiva stheyaṁ matpriyakāṅkṣibhiḥ.
4. dhṛtarāṣṭraḥ mahārājaḥ pitā naḥ daivatam param
śāsane asya priye ca eva stheyam matpriyakāṅkṣibhiḥ
4. matpriyakāṅkṣibhiḥ naḥ pitā mahārājaḥ dhṛtarāṣṭraḥ
param daivatam asya śāsane ca priye eva stheyam
4. King Dhritarashtra is our father and our supreme object of reverence (daivatam). Those who desire my well-being should remain firm in his command and in what is pleasing to him.
एतदर्थं हि जीवामि कृत्वा ज्ञातिवधं महत् ।
अस्य शुश्रूषणं कार्यं मया नित्यमतन्द्रिणा ॥५॥
5. etadarthaṁ hi jīvāmi kṛtvā jñātivadhaṁ mahat ,
asya śuśrūṣaṇaṁ kāryaṁ mayā nityamatandriṇā.
5. etat artham hi jīvāmi kṛtvā jñātivadham mahat
asya śuśrūṣaṇam kāryam mayā nityam atandriṇā
5. hi mayā mahat jñātivadham kṛtvā etat artham
jīvāmi asya śuśrūṣaṇam nityam atandriṇā kāryam
5. Indeed, I live for this very purpose, having performed a great slaughter of my kinsmen. His service must always be performed by me without negligence.
यदि चाहमनुग्राह्यो भवतां सुहृदां ततः ।
धृतराष्ट्रे यथापूर्वं वृत्तिं वर्तितुमर्हथ ॥६॥
6. yadi cāhamanugrāhyo bhavatāṁ suhṛdāṁ tataḥ ,
dhṛtarāṣṭre yathāpūrvaṁ vṛttiṁ vartitumarhatha.
6. yadi ca aham anugrāhyaḥ bhavatām suhṛdām tataḥ
dhṛtarāṣṭre yathāpūrvam vṛttim vartitum arhatha
6. yadi ca aham bhavatām suhṛdām anugrāhyaḥ tataḥ
dhṛtarāṣṭre yathāpūrvam vṛttim vartitum arhatha
6. If I am indeed worthy of your favor, my friends, then you should behave towards Dhritarashtra as you have previously.
एष नाथो हि जगतो भवतां च मया सह ।
अस्यैव पृथिवी कृत्स्ना पाण्डवाः सर्व एव च ।
एतन्मनसि कर्तव्यं भवद्भिर्वचनं मम ॥७॥
7. eṣa nātho hi jagato bhavatāṁ ca mayā saha ,
asyaiva pṛthivī kṛtsnā pāṇḍavāḥ sarva eva ca ,
etanmanasi kartavyaṁ bhavadbhirvacanaṁ mama.
7. eṣaḥ nāthaḥ hi jagataḥ bhavatām ca
mayā saha asya eva pṛthivī kṛtsnā
pāṇḍavāḥ sarve eva ca etat manasi
kartavyam bhavadbhiḥ vacanam mama
7. hi eṣaḥ jagataḥ bhavatām ca mayā
saha nāthaḥ kṛtsnā pṛthivī ca sarve
pāṇḍavāḥ asya eva bhavadbhiḥ
mama etat vacanam manasi kartavyam
7. Indeed, he is the master of the world, and of you all, along with me. The entire earth belongs to him, and so do all the Pandavas. This statement of mine should be kept in your minds.
अनुगम्य च राजानं यथेष्टं गम्यतामिति ।
पौरजानपदान्सर्वान्विसृज्य कुरुनन्दनः ।
यौवराज्येन कौरव्यो भीमसेनमयोजयत् ॥८॥
8. anugamya ca rājānaṁ yatheṣṭaṁ gamyatāmiti ,
paurajānapadānsarvānvisṛjya kurunandanaḥ ,
yauvarājyena kauravyo bhīmasenamayojayat.
8. anugamya ca rājānam yatheṣṭam
gamyatām iti paurajānapadān sarvān
visṛjya kurunandanaḥ yauvarājyena
kauravyaḥ bhīmasenam ayojayat
8. kurunandanaḥ kauravyaḥ rājānam
anugamya sarvān paurajānapadān
yatheṣṭam gamyatām iti ca visṛjya
bhīmasenam yauvarājyena ayojayat
8. Having followed the king and dismissed all the city dwellers and rural folk, telling them, "You may go as you please," the Kuru prince (Yudhishthira) then appointed Bhimasena as the heir-apparent.
मन्त्रे च निश्चये चैव षाड्गुण्यस्य च चिन्तने ।
विदुरं बुद्धिसंपन्नं प्रीतिमान्वै समादिशत् ॥९॥
9. mantre ca niścaye caiva ṣāḍguṇyasya ca cintane ,
viduraṁ buddhisaṁpannaṁ prītimānvai samādiśat.
9. mantre ca niścaye ca eva ṣāḍguṇyasya ca cintane
viduram buddhisampannam prītimān vai samādiśat
9. prītimān vai buddhisampannam viduram mantre ca
niścaye ca eva ṣāḍguṇyasya ca cintane samādiśat
9. Furthermore, in matters of counsel (mantra), decision-making, and indeed in considering the six aspects of state policy, the affectionate Yudhishthira certainly instructed Vidura, who was endowed with wisdom.
कृताकृतपरिज्ञाने तथायव्ययचिन्तने ।
संजयं योजयामास ऋद्धमृद्धैर्गुणैर्युतम् ॥१०॥
10. kṛtākṛtaparijñāne tathāyavyayacintane ,
saṁjayaṁ yojayāmāsa ṛddhamṛddhairguṇairyutam.
10. kṛtākṛtaparijñāne tathā āvyayacintane saṃjayam
yojayāmāsa ṛddham ṛddhaiḥ guṇaiḥ yutam
10. tathā ṛddham ṛddhaiḥ guṇaiḥ yutam saṃjayam
kṛtākṛtaparijñāne ca āvyayacintane yojayāmāsa
10. Similarly, he appointed Sanjaya, who was prosperous and possessed of abundant qualities, to the task of discerning what was done and undone, and to the consideration of income and expenditure.
बलस्य परिमाणे च भक्तवेतनयोस्तथा ।
नकुलं व्यादिशद्राजा कर्मिणामन्ववेक्षणे ॥११॥
11. balasya parimāṇe ca bhaktavetanayostathā ,
nakulaṁ vyādiśadrājā karmiṇāmanvavekṣaṇe.
11. balasya parimāṇe ca bhaktavetanayoḥ tathā
nakulam vyādiśat rājā karmiṇām anvavekṣaṇe
11. rājā nakulam karmiṇām anvavekṣaṇe ca balasya
parimāṇe tathā bhaktavetanayoḥ vyādiśat
11. The king (Yudhishthira) also appointed Nakula to supervise the workers and to manage the assessment of the army's strength, as well as their provisions and salaries.
परचक्रोपरोधे च दृप्तानां चावमर्दने ।
युधिष्ठिरो महाराजः फल्गुनं व्यादिदेश ह ॥१२॥
12. paracakroparodhe ca dṛptānāṁ cāvamardane ,
yudhiṣṭhiro mahārājaḥ phalgunaṁ vyādideśa ha.
12. paracakroparodhe ca dṛptānām ca avamardane
yudhiṣṭhiraḥ mahārājaḥ phalgunaṃ vyādideśa ha
12. mahārājaḥ yudhiṣṭhiraḥ phalgunaṃ paracakroparodhe
ca dṛptānām avamardane ca ha vyādideśa
12. The great king Yudhishthira appointed Arjuna (phalguna) for the obstruction of enemy armies and for the suppression of the arrogant.
द्विजानां वेदकार्येषु कार्येष्वन्येषु चैव हि ।
धौम्यं पुरोधसां श्रेष्ठं व्यादिदेश परंतपः ॥१३॥
13. dvijānāṁ vedakāryeṣu kāryeṣvanyeṣu caiva hi ,
dhaumyaṁ purodhasāṁ śreṣṭhaṁ vyādideśa paraṁtapaḥ.
13. dvijānām vedakāryeṣu kāryeṣu anyeṣu ca eva hi
dhaumyaṃ purodhasām śreṣṭhaṃ vyādideśa paraṃtapaḥ
13. paraṃtapaḥ purodhasām śreṣṭhaṃ dhaumyaṃ
dvijānām vedakāryeṣu anyeṣu ca eva hi vyādideśa
13. The scorcher of foes (paraṃtapa) appointed Dhaumya, the foremost among priests (purodhas), for the Vedic rituals of the twice-born (dvija) and also for other duties.
सहदेवं समीपस्थं नित्यमेव समादिशत् ।
तेन गोप्यो हि नृपतिः सर्वावस्थो विशां पते ॥१४॥
14. sahadevaṁ samīpasthaṁ nityameva samādiśat ,
tena gopyo hi nṛpatiḥ sarvāvastho viśāṁ pate.
14. sahadevaṃ samīpasthaṃ nityam eva samādiśat
tena gopyaḥ hi nṛpatiḥ sarvāvasthaḥ viśām pate
14. (saḥ) nityam eva samīpasthaṃ sahadevaṃ samādiśat
viśām pate hi tena nṛpatiḥ sarvāvasthaḥ gopyaḥ
14. He always gave instructions to Sahadeva, who was nearby. For, O lord of the people (viśāṃ pate), the king (nṛpati) was indeed to be protected by him in all circumstances.
यान्यानमन्यद्योग्यांश्च येषु येष्विह कर्मसु ।
तांस्तांस्तेष्वेव युयुजे प्रीयमाणो महीपतिः ॥१५॥
15. yānyānamanyadyogyāṁśca yeṣu yeṣviha karmasu ,
tāṁstāṁsteṣveva yuyuje prīyamāṇo mahīpatiḥ.
15. yān yān amanyat yogyān ca yeṣu yeṣu iha karmasu
tān tān teṣu eva yuyuje prīyamāṇaḥ mahīpatiḥ
15. mahīpatiḥ prīyamāṇaḥ iha yeṣu yeṣu karmasu yān
yān yogyān ca amanyat tān tān eva teṣu yuyuje
15. Being pleased, the king (mahīpati) appointed whomever he deemed suitable for various tasks, to those very tasks, here.
विदुरं संजयं चैव युयुत्सुं च महामतिम् ।
अब्रवीत्परवीरघ्नो धर्मात्मा धर्मवत्सलः ॥१६॥
16. viduraṁ saṁjayaṁ caiva yuyutsuṁ ca mahāmatim ,
abravītparavīraghno dharmātmā dharmavatsalaḥ.
16. viduram sañjayam ca eva yuyutsum ca mahāmatim
abravīt paravīraghnaḥ dharmātmā dharmavatsalaḥ
16. paravīraghnaḥ dharmātmā dharmavatsalaḥ viduram
sañjayam ca yuyutsum ca mahāmatim eva abravīt
16. The slayer of enemy heroes, whose intrinsic nature (dharma) was righteousness, and who cherished righteousness (dharma), spoke to Vidura, Sanjaya, and the highly intelligent Yuyutsu.
उत्थायोत्थाय यत्कार्यमस्य राज्ञः पितुर्मम ।
सर्वं भवद्भिः कर्तव्यमप्रमत्तैर्यथातथम् ॥१७॥
17. utthāyotthāya yatkāryamasya rājñaḥ piturmama ,
sarvaṁ bhavadbhiḥ kartavyamapramattairyathātatham.
17. utthāya utthāya yat kāryam asya rājñaḥ pituḥ mama
sarvam bhavadbhiḥ kartavyam apramattaiḥ yathātatham
17. asya rājñaḥ mama pituḥ yat kāryam utthāya utthāya
sarvam apramattaiḥ bhavadbhiḥ yathātatham kartavyam
17. Repeatedly rising to the occasion, all duties pertaining to this king, my father, must be performed by you all diligently and precisely.
पौरजानपदानां च यानि कार्याणि नित्यशः ।
राजानं समनुज्ञाप्य तानि कार्याणि धर्मतः ॥१८॥
18. paurajānapadānāṁ ca yāni kāryāṇi nityaśaḥ ,
rājānaṁ samanujñāpya tāni kāryāṇi dharmataḥ.
18. paurajānapadānām ca yāni kāryāṇi nityaśaḥ
rājānam samanuñjāpya tāni kāryāṇi dharmataḥ
18. paurajānapadānām ca yāni nityaśaḥ kāryāṇi
tāni kāryāṇi rājānam samanuñjāpya dharmataḥ
18. And whatever duties pertain perpetually to the citizens and country people, those duties should be performed righteously (dharma), after seeking the king's approval.
