The descendant of Raghu, Rama, after kissing him on the head and embracing him, seated Bharata on his lap and attentively questioned him.
क्व नु ते ऽभूत् पिता तात यदरण्यं त्वमागतः ।
न हि त्वं जीवतस्तस्य वनमागन्तुमर्हसि ॥२॥

2. kva nu te'bhūt pitā tāta yadaraṇyaṃ tvamāgataḥ ,

My dear one, where is your father, since you have come to the forest? You certainly should not come to the forest while he is alive.
चिरस्य बत पश्यामि दूराद्भरतमागतम् ।
दुष्प्रतीकमरण्ये ऽस्मिन् किं तात वनमागतः ॥३॥

3. cirasya bata paśyāmi dūrādbharatamāgatam ,

Alas, after such a long time I see Bharata, who has arrived from afar and looks distressed in this forest. My dear one, why have you come to the forest?
कच्चिद्दशरथो राजा कुशली सत्यसंगरः ।
राजसूयाश्वमेधानामाहर्ता धर्मनिश्चयः ॥४॥

Is King Dasharatha well, he whose promises are true? Is he, the institutor of the Rajasuya and Ashwamedha (yajña) sacrifices, firm in his commitment to natural law (dharma)?
स कच्चिद्ब्राह्मणो विद्वान्धर्मनित्यो महाद्युतिः ।
इक्ष्वाकूणामुपाध्यायो यथावत्तात पूज्यते ॥५॥

5. sa kaccidbrāhmaṇo vidvāndharmanityo mahādyutiḥ ,

O dear one, is that learned, greatly effulgent Brahmin, who is ever steadfast in his natural law (dharma) and is the preceptor of the Ikṣvākus, duly honored?
तात कच्चिच्च कौसल्या सुमित्रा च प्रजावती ।
सुखिनी कच्चिदार्या च देवी नन्दति कैकयी ॥६॥

O dear one, are Kauśalyā and Sumitrā, who are blessed with children, well and happy? And does the noble Queen Kaikeyī also rejoice?

Is your family priest (purohita), who is endowed with humility, of noble birth, very learned, non-envious, and a keen observer, well-honored?
कच्चिदग्निषु ते युक्तो विधिज्ञो मतिमानृजुः ।
हुतं च होष्यमाणं च काले वेदयते सदा ॥८॥

Is it true that your devoted, ritual-knowing, intelligent, and honest priest always informs you, at the proper time, about both the offerings already made and those yet to be made in the sacrificial fires?
इष्वस्त्रवरसंपन्नमर्थशास्त्रविशारदम् ।
सुधन्वानमुपाध्यायं कच्चित्त्वं तात मन्यसे ॥९॥

My dear son, I hope you consider Sudhanvan - who is accomplished in the best of archery and an expert in the science of statecraft (arthaśāstra) - to be your preceptor.
कच्चिदात्म समाः शूराः श्रुतवन्तो जितेन्द्रियाः ।
कुलीनाश्चेङ्गितज्ञाश्च कृतास्ते तात मन्त्रिणः ॥१०॥

10. kaccidātma samāḥ śūrāḥ śrutavanto jitendriyāḥ ,

10.
My dear son, I hope that your counselors (mantrin), whom you have appointed, are equal to yourself (ātman), brave, learned, self-controlled (jitendriya), of noble birth, and perceptive of intentions.
मन्त्रो विजयमूलं हि राज्ञां भवति राघव ।
सुसंवृतो मन्त्रधरैरमात्यैः शास्त्रकोविदैः ॥११॥

11. mantro vijayamūlaṃ hi rājñāṃ bhavati rāghava ,
susaṃvṛto mantradharairamātyaiḥ śāstrakovidaiḥ.

Indeed, O Rāghava, for kings, counsel (mantra) is the very foundation of victory, provided it is well-guarded by ministers who uphold the counsel and are proficient in the treatises.
कच्चिन्निद्रावशं नैषि कच्चित् काले विबुध्यसे ।
कच्चिंश्चापररात्रिषु चिन्तयस्यर्थनैपुणम् ॥१२॥

12. kaccinnidrāvaśaṃ naiṣi kaccit kāle vibudhyase ,

I hope you do not fall under the sway of sleep, and that you wake up at the opportune time. Do you also, in the latter parts of the night, contemplate matters of policy and skill in governance?
कच्चिन्मन्त्रयसे नैकः कच्चिन्न बहुभिः सह ।
कच्चित्ते मन्त्रितो मन्त्रो राष्ट्रं न परिधावति ॥१३॥

13.
Surely you do not deliberate alone, nor with too many people? And I hope that the counsel (mantra) you have deliberated upon does not become public knowledge throughout the kingdom.
कच्चिदर्थं विनिश्चित्य लघुमूलं महोदयम् ।
क्षिप्रमारभसे कर्तुं न दीर्घयसि राघव ॥१४॥

14. kaccidarthaṃ viniścitya laghumūlaṃ mahodayam ,

O Rāghava, I hope that after you have firmly determined an undertaking that requires little initial effort but promises great success, you begin it quickly and do not procrastinate.
कच्चित्तु सुकृतान्येव कृतरूपाणि वा पुनः ।
विदुस्ते सर्वकार्याणि न कर्तव्यानि पार्थिवाः ॥१५॥

15. kaccittu sukṛtānyeva kṛtarūpāṇi vā punaḥ ,
viduste sarvakāryāṇi na kartavyāni pārthivāḥ.

Surely, the rulers (pārthivāḥ) do not know all your undertakings, whether those well-executed, or those merely appearing to be executed, or even those that are not to be undertaken/revealed?
कच्चिन्न तर्कैर्युक्त्वा वा ये चाप्यपरिकीर्तिताः ।
त्वया वा तव वामात्यैर्बुध्यते तात मन्त्रितम् ॥१६॥
त्वया वा तव वामात्यैर्बुध्यते तात मन्त्रितम् ॥१६॥
16. kaccinna tarkairyuktvā vā ye cāpyaparikīrtitāḥ ,
tvayā vā tava vāmātyairbudhyate tāta mantritam.

kaccit na tarkaiḥ yuktvā vā ye ca api aparikīrtitāḥ
tvayā vā tava vā amātyaiḥ budhyate tāta mantritam

tāta kaccit mantritam (yat) tvayā vā tava amātyaiḥ vā
(kṛtam) na budhyate tarkaiḥ yuktvā vā ye ca api aparikīrtitāḥ
(kṛtam) na budhyate tarkaiḥ yuktvā vā ye ca api aparikīrtitāḥ
16.
O dear one (tāta), I hope that the counsel (mantra) deliberated by you or by your ministers is not understood either through reasoning and inferences, or through things that remain unspoken or undisclosed.
कच्चित् सहस्रान्मूर्खाणामेकमिच्छसि पण्डितम् ।
पण्डितो ह्यर्थकृच्छ्रेषु कुर्यान्निःश्रेयसं महत् ॥१७॥

17. kaccit sahasrānmūrkhāṇāmekamicchasi paṇḍitam ,
paṇḍito hyarthakṛcchreṣu kuryānniḥśreyasaṃ mahat.

17.
kaccit mūrkhāṇām sahasrāt ekam paṇḍitam icchasi.
hi paṇḍitaḥ artha-kṛcchreṣu mahat niḥśreyasam kuryāt.
hi paṇḍitaḥ artha-kṛcchreṣu mahat niḥśreyasam kuryāt.
17.
I hope you prefer one learned person over a thousand fools. Indeed, a learned person can bring about great ultimate welfare in times of financial difficulty.
सहस्राण्यपि मूर्खाणां यद्युपास्ते महीपतिः ।
अथ वाप्ययुतान्येव नास्ति तेषु सहायता ॥१८॥

18. sahasrāṇyapi mūrkhāṇāṃ yadyupāste mahīpatiḥ ,
atha vāpyayutānyeva nāsti teṣu sahāyatā.

sahasrāṇi api mūrkhāṇām yadi upāste mahīpatiḥ

yadi mahīpatiḥ mūrkhāṇām sahasrāṇi api upāste,

18.
If a king relies upon even thousands of fools, or indeed upon tens of thousands, there will be no assistance (sahāyatā) from them.
एको ऽप्यमात्यो मेधावी शूरो दक्षो विचक्षणः ।
राजानं राजमात्रं वा प्रापयेन्महतीं श्रियम् ॥१९॥

19. eko'pyamātyo medhāvī śūro dakṣo vicakṣaṇaḥ ,
rājānaṃ rājamātraṃ vā prāpayenmahatīṃ śriyam.

ekaḥ api amātyaḥ medhāvī śūraḥ dakṣaḥ vicakṣaṇaḥ

ekaḥ api medhāvī śūraḥ dakṣaḥ vicakṣaṇaḥ amātyaḥ rājānam vā rāja-mātram mahatīm śriyam prāpayet.
19.
Even a single minister who is intelligent, brave, skillful, and discerning can enable a king, or even a mere ruler, to achieve great prosperity.
कच्चिन्मुख्या महत्स्वेव मध्यमेषु च मध्यमाः ।
जघन्याश्च जघन्येषु भृत्याः कर्मसु योजिताः ॥२०॥

20. kaccinmukhyā mahatsveva madhyameṣu ca madhyamāḥ ,
jaghanyāśca jaghanyeṣu bhṛtyāḥ karmasu yojitāḥ.

kaccit mukhyāḥ mahatsu eva madhyameṣu ca madhyamāḥ

20.
kaccit bhṛtyāḥ karmasu yojitāḥ? mukhyāḥ mahatsu eva (yojitāḥ),
madhyamāḥ ca madhyameṣu (yojitāḥ),
jaghanyāḥ ca jaghanyeṣu (yojitāḥ).
madhyamāḥ ca madhyameṣu (yojitāḥ),
jaghanyāḥ ca jaghanyeṣu (yojitāḥ).
20.
I hope that your principal servants are indeed assigned to important tasks, those of middling capability to intermediate tasks, and the least capable to lesser tasks.
अमात्यानुपधातीतान्पितृपैतामहाञ् शुचीन् ।
श्रेष्ठाञ् श्रेष्ठेषु कच्चित्त्वं नियोजयसि कर्मसु ॥२१॥

21. amātyānupadhātītānpitṛpaitāmahāñ śucīn ,
śreṣṭhāñ śreṣṭheṣu kaccittvaṃ niyojayasi karmasu.

Surrounded by thousands of ministers (amātyaiḥ) who are Brahmins, Kshatriyas, and Vaishyas, always dedicated to their own intrinsic nature (sva-karma), having mastered their senses (jitendriyaiḥ), and endowed with great enthusiasm (mahotsāhaiḥ).

I hope that you have provided for their maintenance through protection and by averting dangers. Indeed, all inhabitants of the land must be protected by the king in accordance with natural law (dharma).

I hope the elephant forest is guarded, and that you keep the elephants satisfied. And I hope, O Prince, that you regularly present yourself adorned to the people on the main road, rising repeatedly in the early morning.
