वाल्मीकि-रामायणम्       vālmīki-rāmāyaṇam - book-2, chapter-94, verse-11

मन्त्रो विजयमूलं हि राज्ञां भवति राघव ।
सुसंवृतो मन्त्रधरैरमात्यैः शास्त्रकोविदैः ॥११॥
11. mantro vijayamūlaṃ hi rājñāṃ bhavati rāghava ,
susaṃvṛto mantradharairamātyaiḥ śāstrakovidaiḥ.

11. Indeed, O Rāghava, for kings, counsel (mantra) is the very foundation of victory, provided it is well-guarded by ministers who uphold the counsel and are proficient in the treatises.
