नैषा मनुष्यभोग्येति शूलपाणेः परिग्रहः ॥४॥

Having gone to the divine city of Vārāṇasī, that protector of the earth (king) considered, "This city is not for human enjoyment; it is the domain of Śūlapāṇi (Śiva)."
