मनु-स्मृतिः       manu-smṛtiḥ - chapter-9, verse-296

सप्ताङ्गस्यैह राज्यस्य विष्टब्धस्य त्रिदण्डवत ।
अन्योन्यगुणवैशेष्यात्न किं चिदतिरिच्यते ॥२९६॥
296. saptāṅgasyaiha rājyasya viṣṭabdhasya tridaṇḍavat ,
anyonyaguṇavaiśeṣyātna kiṁ cidatiricyate.

296. For a kingdom (rājya) with seven limbs, which is supported like a tripod, nothing is deemed superior, owing to the peculiar excellence of each (limb's) qualities in relation to one another.
