मनु-स्मृतिः       manu-smṛtiḥ - chapter-9, verse-266

एवंविधान्नृपो देशान गुल्मैः स्थावरजङ्गमैः ।
तस्करप्रतिषेधार्थं चारैश्चाप्यनुचारयेत ॥२६६॥
266. evaṁvidhānnṛpo deśān gulmaiḥ sthāvarajaṅgamaiḥ ,
taskarapratiṣedhārthaṁ cāraiścāpyanucārayet.

266. The king should cause such regions to be patrolled by both stationary and mobile troops, and also by spies, for the purpose of preventing robbers.
