मनु-स्मृतिः       manu-smṛtiḥ - chapter-8, verse-405

भाण्डपूर्णानि यानानि तार्यं दाप्यानि सारतः ।
रिक्तभाण्डानि यत किं चित पुमांसश्चपरिच्छदाः ॥४०५॥
405. bhāṇḍapūrṇāni yānāni tāryaṁ dāpyāni sārataḥ ,
riktabhāṇḍāni yat kiṁ cit pumāṁsaścaparicchadāḥ.

405. Vehicles laden with merchandise should be made to pay the crossing fee based on the value (of their contents). Empty vessels, whatever little (they may carry), persons, and their personal effects are also subject to charge.
