मनु-स्मृतिः       manu-smṛtiḥ - chapter-8, verse-309

अनपेक्षितमर्यादं नास्तिकं विप्रलुंपकम ।
अरक्षितारमत्तारं नृपं विद्यादधोगतिम ॥३०९॥
309. anapekṣitamaryādaṁ nāstikaṁ vipraluṁpakam ,
arakṣitāramattāraṁ nṛpaṁ vidyādadhogatim.

309. One should consider a king who disregards established norms, is an atheist (nāstika), a plunderer, a non-protector, and an exploiter to be one whose destination is degradation (adhogati).
