मनु-स्मृतिः       manu-smṛtiḥ - chapter-8, verse-311

निग्रहेण हि पापानां साधूनां सङ्ग्रहेण च ।
द्विजातय इवैज्याभिः पूयन्ते सततं नृपाः ॥३११॥
311. nigraheṇa hi pāpānāṁ sādhūnāṁ saṅgraheṇa ca ,
dvijātaya ivaijyābhiḥ pūyante satataṁ nṛpāḥ.

311. Indeed, by suppressing the wicked and protecting the virtuous, kings are continually purified, just as the twice-born (dvijātayaḥ) are purified by Vedic rituals (ijyābhiḥ).
