मनु-स्मृतिः       manu-smṛtiḥ - chapter-8, verse-347

न मित्रकारणाद राजा विपुलाद वा धनागमात ।
समुत्सृजेत साहसिकान सर्वभूतभयावहान ॥३४७॥
347. na mitrakāraṇād rājā vipulād vā dhanāgamāt ,
samutsṛjet sāhasikān sarvabhūtabhayāvahān.

sarva-bhūta-bhayāvahān sāhasikān na samutsṛjeta
347. A king should not abandon those who commit violent acts (sāhasikas) and cause fear to all creatures, whether for the sake of a friend or for abundant gain of wealth.
