मनु-स्मृतिः       manu-smṛtiḥ - chapter-7, verse-177

सर्वोपायैस्तथा कुर्यान्नीतिज्ञः पृथिवीपतिः ।
यथाऽस्याभ्यधिका न स्युर्मित्रोदासीनशत्रवः ॥१७७॥
177. sarvopāyaistathā kuryānnītijñaḥ pṛthivīpatiḥ ,
yathā'syābhyadhikā na syurmitrodāsīnaśatravaḥ.

177. Thus, the king, who is wise in policy (nīti), should act by all means, so that friends, neutrals, and enemies do not become superior to him.
