मनु-स्मृतिः       manu-smṛtiḥ - chapter-7, verse-144

क्षत्रियस्य परो धर्मः प्रजानामेव पालनम ।
निर्दिष्टफलभोक्ता हि राजा धर्मेण युज्यते ॥१४४॥
144. kṣatriyasya paro dharmaḥ prajānāmeva pālanam ,
nirdiṣṭaphalabhoktā hi rājā dharmeṇa yujyate.

144. The highest duty (dharma) of a kshatriya is the protection of his subjects. Indeed, the king, who enjoys the fruits of his actions as prescribed, is established in his (dharma).
