मनु-स्मृतिः       manu-smṛtiḥ - chapter-7, verse-140

तीक्ष्णश्चैव मृदुश्च स्यात कार्यं वीक्ष्य महीपतिः ।
तीक्ष्णश्चैव मृदुश्चैव राज भवति सम्मतः ॥१४०॥
140. tīkṣṇaścaiva mṛduśca syāt kāryaṁ vīkṣya mahīpatiḥ ,
tīkṣṇaścaiva mṛduścaiva rāja bhavati sammataḥ.

140. A king (mahipatiḥ), after assessing the situation, should be both firm and gentle. Indeed, O king (rāja), one who is both firm and gentle is respected.
