मनु-स्मृतिः       manu-smṛtiḥ - chapter-7, verse-121

नगरे नगरे चैकं कुर्यात सर्वार्थचिन्तकम ।
उच्चैःस्थानं घोररूपं नक्षत्राणामिव ग्रहम ॥१२१॥
121. nagare nagare caikaṁ kuryāt sarvārthacintakam ,
uccaiḥsthānaṁ ghorarūpaṁ nakṣatrāṇāmiva graham.

121. In every city, one person should be appointed to consider all objectives. He should hold a high position, formidable in appearance, like a planet among the stars.
