बृहत्-पाराशर-होरा-शास्त्रम्       bṛhat-pārāśara-horā-śāstram - chapter-45, verse-66

यदा भूमिसुतो लग्ने नेत्रपाणिमुपागतः ।
दरिद्रता तदा पुंसामन्यभे नगरेशता ॥६६॥
66. yadā bhūmisuto lagne netrapāṇimupāgataḥ .
daridratā tadā puṃsāmanyabhe nagareśatā.

tadā daridratā puṃsām anyabhe nagareśatā
66. When Mars (bhūmisuta) is in the ascendant (lagna) and afflicts the eye and hand, then men experience poverty. However, if Mars is in any other house, it bestows lordship over a city.
