महाभारतः       mahābhārataḥ - book-3, chapter-61, verse-89

विमुक्तं सर्वपापेभ्यः सर्वरत्नसमन्वितम् ।
तदेव नगरश्रेष्ठं प्रशासन्तमरिंदमम् ॥८९॥
89. vimuktaṁ sarvapāpebhyaḥ sarvaratnasamanvitam ,
tadeva nagaraśreṣṭhaṁ praśāsantamariṁdamam.
