मार्कण्डेय-पुराणम्       mārkaṇḍeya-purāṇam - chapter-34, verse-115

पौराः सुसंयता यत्र सततं न्यायवर्तिनः ।
यत्रामत्सरिणो लोकास्तत्र वासः सुखोदयः ॥११५॥
115. paurāḥ susaṃyatā yatra satataṃ nyāyavartinaḥ .
yatrāmatsariṇo lokāstatra vāsaḥ sukhodayaḥ.
115. paurāḥ susaṃyatāḥ yatra satataṃ nyāyavartinaḥ |
yatra amatsariṇaḥ lokāḥ tatra vāsaḥ sukhodayaḥ
115. Residence brings about happiness in a place where the citizens are well-disciplined and constantly uphold justice, and where people are free from envy.
