महाभारतः       mahābhārataḥ - book-2, chapter-5, verse-34

कच्चिन्नोग्रेण दण्डेन भृशमुद्वेजितप्रजाः ।
राष्ट्रं तवानुशासन्ति मन्त्रिणो भरतर्षभ ॥३४॥
34. kaccinnogreṇa daṇḍena bhṛśamudvejitaprajāḥ ,
rāṣṭraṁ tavānuśāsanti mantriṇo bharatarṣabha.
34. kaccit na ugreṇa daṇḍena bhṛśam udvejita prajāḥ
rāṣṭram tava anuśāsanti mantriṇaḥ bharatarṣabha
34. O best among Bharatas, I hope your ministers are not governing your state by severely distressing the subjects through harsh punishment.
