महाभारतः       mahābhārataḥ - book-2, chapter-5, verse-17

विजयो मन्त्रमूलो हि राज्ञां भवति भारत ।
सुसंवृतो मन्त्रधनैरमात्यैः शास्त्रकोविदैः ॥१७॥
17. vijayo mantramūlo hi rājñāṁ bhavati bhārata ,
susaṁvṛto mantradhanairamātyaiḥ śāstrakovidaiḥ.

17. Indeed, O Bhārata, the victory of kings truly has its foundation in counsel, and it is well-protected by ministers who possess abundant counsel and are expert in the scriptures.
