महाभारतः       mahābhārataḥ - book-12, chapter-137, verse-98

दत्त्वाभयं यः स्म राजा प्रमाणं कुरुते सदा ।
स सर्वसुखकृज्ज्ञेयः प्रजा धर्मेण पालयन् ॥९८॥
98. dattvābhayaṁ yaḥ sma rājā pramāṇaṁ kurute sadā ,
sa sarvasukhakṛjjñeyaḥ prajā dharmeṇa pālayan.

98. The king who, having granted protection, always establishes it as a standard, he is to be known as a benefactor of all happiness, protecting his subjects according to natural law (dharma).
