When (the relevant house/planet) is in a malefic sign or house (pāparkṣe) and aspected by Jupiter (Guru), one becomes an arsonist of neighboring houses. But, O best of brahmins (viprendra), if aspected by Venus (Śukra), house burning (gṛhadāha) does not occur.
