39.
O twice-born (dvija)! If at the commencement (ārambha) of a planetary period, the lord (īśa) is weak (durbala) due to being in a malefic sign (pāparāśi), or if it is debilitated (nīca) or in similar adverse conditions, then one should predict a reversal of fortune (bhāgyaviparyayam) both at the beginning and the end of that specific planetary period (daśā).
