मनु-स्मृतिः       manu-smṛtiḥ - chapter-12, verse-112

ऋग्वेदविद यजुर्विद्च सामवेदविदेव च ।
त्र्यऽवरा परिषद्ज्ञेया धर्मसंशयनिर्णये ॥११२॥
112. ṛgvedavid yajurvidca sāmavedavideva ca ,
try'varā pariṣadjñeyā dharmasaṁśayanirṇaye.

| tryavarā pariṣat jñeyā dharmasaṃśayanirṇaye
112. ṛgvedavit yajurvedavit ca sāmavedavit eva ca
tryavarā pariṣat dharmasaṃśayanirṇaye jñeyā
112. A council (pariṣad) consisting of at least three members – specifically, a scholar of the Ṛgveda, a scholar of the Yajurveda, and a scholar of the Sāmaveda – should be recognized for the resolution of doubts concerning the natural law (dharma).
