The distinguished (viśiṣṭāḥ) people from the Matsyas, those from the Kuru-Pañcāla regions, and the Cedis from Naimiṣa – these good people (santaḥ) follow the ancient natural law (dharma), with the exception of the Madras and the deceitful (jihmān) Pañcanadas.
