Those regions, named Āraṭṭa, are devoid of natural law (dharma); therefore, one should not visit them. They belong to `vrātyas` (those who have deviated from orthodox practices), `dāsamīyas` (a specific group or those associated with servants), the Videhas, and those who do not perform Vedic rituals (yajña).
