बृहत्-पाराशर-होरा-शास्त्रम्       bṛhat-pārāśara-horā-śāstram - chapter-62, verse-15

राजोपद्रवभीतिः स्याद्व्यवहारे धनक्षयः ।
चौरर्वं विप्रभीतिश्च विधोः सूक्ष्मगते शनौ ॥१५॥

caurarvaṃ viprabhītiśca vidhoḥ sūkṣmagate śanau.

15. When Saturn (śani) is in a subtle state (sūkṣmagati) relative to the Moon, there will be fear of oppression from the government (rāja), loss of wealth in business dealings, and fear from thieves and Brahmins.
