योगवासिष्ठः yogavāsiṣṭhaḥ - book-3, chapter-14, verse-31

पश्चाद्द्वित्वविभक्तानां स्वशक्तीनां प्रकल्पितः ।
अनेनेत्थं हि भवतीत्येवं तेन क्रियाक्रमः ॥ ३१ ॥

31. Afterwards, for its own powers (śakti) that have been divided by duality, a process of action (kriyā-kramaḥ) is ordained by it (Brahman) in this manner: "by this (power), it indeed comes into being thus."
