Indeed, I am the essence and the foundation (dhāma) of all worlds, and the cosmic order (ṛta) itself is also regarded as Me. Therefore, I am proclaimed by the wise (vipra) as Ṛtadhāmā (He whose foundation is cosmic order) and Satya (Truth).
