महाभारतः mahābhārataḥ - book-12, chapter-69, verse-48

महादण्डश्च तस्य स्याद्यस्याग्निर्वै दिवा भवेत् ।

48. A severe penalty (mahādaṇḍa) should befall anyone whose fire (agni) is (negligently burning) during the day. And thus, this should be proclaimed for the protection of the city (pura).
