मार्कण्डेय-पुराणम्       mārkaṇḍeya-purāṇam - chapter-7, verse-20

हरिश्चन्द्र उवाच ।
दातव्यं विप्रमुख्येभ्यो ये चान्ये कृशवृत्तयः ।
रक्ष्या भीताः सदा युद्धं कर्तव्यं परिपन्थिभिः ॥२०॥
20. hariścandra uvāca .
dātavyaṃ vipramukhyebhyo ye cānye kṛśavṛttayaḥ .
rakṣyā bhītāḥ sadā yuddhaṃ kartavyaṃ paripanthibhiḥ.

kṛśavṛttayaḥ rakṣyāḥ bhītāḥ sadā yuddhaṃ kartavyaṃ paripanthibhiḥ
20. Harishchandra said: Gifts should be given to prominent Brahmins and to others who have meager livelihoods. The fearful should always be protected, and war must be waged against enemies.
