बृहत्-पाराशर-होरा-शास्त्रम्       bṛhat-pārāśara-horā-śāstram - chapter-3, verse-14

रविचन्द्रौ तु राजानौ नेता ज्ञेयो धरात्मजः ।
बुधो राजकुमारश्च सचिवौ गुरुभार्गवौ ॥१४॥

14. The Sun and Moon are indeed the kings. Mars, the son of Earth (dharātmaja), should be known as the commander. Mercury is the prince, and Jupiter and Venus (Gurubhārgavau) are the two ministers.
