महाभारतः mahābhārataḥ - book-12, chapter-138, verse-8

नित्यमुद्यतदण्डस्य भृशमुद्विजते जनः ।
तस्मात्सर्वाणि भूतानि दण्डेनैव प्ररोधयेत् ॥८॥

8. nityamudyatadaṇḍasya bhṛśamudvijate janaḥ ,
tasmātsarvāṇi bhūtāni daṇḍenaiva prarodhayet.

8. People are greatly intimidated by one who is always ready to wield the rod of punishment. Therefore, one should restrain all creatures solely through the use of force.
