राज्यार्थं धर्मकार्याणां कर्तृत्वात्सोऽभवन्नृपः ।
सकामुकतया राजा सुरस्त्रीत्वमवाप ह ॥ १६ ॥

16. Because of performing actions (karma) in service of the constitution (dharma) for the sake of a kingdom, he became a king. Then, due to his desirous nature, that king attained the state of being a celestial woman.
