भावाभावसमुच्छेदैरजस्त्रं व्याकुलं जगत् ॥१३॥

I have frequently observed this, and also the reverse. The world (jagat) is perpetually agitated by the cycles of coming into being and ceasing to be (bhāvābhāvasamucchedaiḥ).
