मार्कण्डेय-पुराणम्       mārkaṇḍeya-purāṇam - chapter-18, verse-3

यदर्थं गृह्यते शुल्कं तदनिष्पादयन् वृथा ।
पण्यानां द्वादशं भागं भूपालाय वणिग्जनः ॥३॥
3. yadarthaṃ gṛhyate śulkaṃ tadaniṣpādayan vṛthā .
paṇyānāṃ dvādaśaṃ bhāgaṃ bhūpālāya vaṇigjanaḥ.
3. yad artham gṛhyate śulkam tat aniṣpādayan vṛthā
paṇyānām dvādaśam bhāgam bhūpālāya vaṇij-janaḥ
3. The merchant class (vaṇigjana) gives a twelfth part of their goods to the king (bhūpāla) as tax (śulka). If the king, for whom the tax is collected, does not fulfill his duties, then it is all in vain.
