मद्विधानेन विहिता मम देहविहारिणः ।
मयाभिभूतविज्ञाना विचेष्टन्ते न कामतः ॥२२॥

22. Established by My ordinance, these embodied beings (dehavihāriṇaḥ) residing within My being, whose understanding (vijñāna) is overpowered by Me, do not act out of their own desire.
