महाभारतः       mahābhārataḥ - book-12, chapter-84, verse-52

एवं सदा मन्त्रयितव्यमाहुर्ये मन्त्रतत्त्वार्थविनिश्चयज्ञाः ।
तस्मात्त्वमेवं प्रणयेः सदैव मन्त्रं प्रजासंग्रहणे समर्थम् ॥५२॥
52. evaṁ sadā mantrayitavyamāhu;rye mantratattvārthaviniścayajñāḥ ,
tasmāttvamevaṁ praṇayeḥ sadaiva; mantraṁ prajāsaṁgrahaṇe samartham.

52. Those who are knowledgeable about the true essence and determined meaning of counsel (mantra) declare that one should always deliberate in this manner. Therefore, you should always employ such a counsel (mantra) that is effective for the welfare of the people.
