One who is endowed with both theoretical knowledge (jñāna) and practical wisdom (vijñāna), who understands the intrinsic nature (prakṛti) of both others and oneself, who is a true friend and considers himself equal to the king's own self—such a person is worthy to hear counsel (mantra).
