मन्त्रग्राहा हि राज्यस्य मन्त्रिणो ये मनीषिणः ।
मन्त्रसंहननो राजा मन्त्राङ्गानीतरो जनः ॥४७॥

47. mantragrāhā hi rājyasya mantriṇo ye manīṣiṇaḥ ,
mantrasaṁhanano rājā mantrāṅgānītaro janaḥ.

47. Indeed, those wise ministers are the ones who grasp the counsel (mantra) concerning the kingdom. The king himself is consolidated by such counsel (mantra), while other people are merely its components.
