महाभारतः mahābhārataḥ - book-12, chapter-84, verse-34

योऽमित्रैः सह संबद्धो न पौरान्बहु मन्यते ।
स सुहृत्तादृशो राज्ञो न मन्त्रं श्रोतुमर्हति ॥३४॥

34. A person who is allied with enemies and does not highly esteem his own citizens, such a so-called friend of the king is not worthy of hearing confidential counsel.
