यावत्सर्वत्र सन्त्यत्र सर्गाः काल्या इवाङ्गके ।
बुद्धिनेत्रेण दृश्यन्ते दिव्याक्ष्णा वा न ते यथा ॥ १४ ॥

Just as countless creations exist everywhere here, as if on the body of the goddess Kāli, they are not seen in their true nature by the ordinary eye; rather, they are seen by the eye of wisdom or by a divine eye.
