Perceptions, memories, and latent impressions (saṃskāras) certainly hold meaning, but not within (their own limited internal space). This meaning, previously unmanifested, belongs to the realm of imaginations and similar mental constructs, the very nature of which is entirely distinct from (the nature of) things endowed with groups of objective meanings.
