पुण्यलोकानवाप्नोति नरकांश्चाप्युपेक्षणात् ॥१३॥

A king (bhūpaḥ), by inflicting punishment upon those who deserve it and protecting the righteous, attains the worlds of merit. By neglecting them, he also attains hells.
