महाभारतः       mahābhārataḥ - book-12, chapter-56, verse-37

न च क्षान्तेन ते भाव्यं नित्यं पुरुषसत्तम ।
अधर्म्यो हि मृदू राजा क्षमावानिव कुञ्जरः ॥३७॥
37. na ca kṣāntena te bhāvyaṁ nityaṁ puruṣasattama ,
adharmyo hi mṛdū rājā kṣamāvāniva kuñjaraḥ.

37. O best among men, you should not always be forgiving. Indeed, a gentle king acts against natural law (dharma), just like an elephant that is overly tolerant (becomes vulnerable).
