महाभारतः       mahābhārataḥ - book-12, chapter-15, verse-6

परस्परभयादेके पापाः पापं न कुर्वते ।
एवं सांसिद्धिके लोके सर्वं दण्डे प्रतिष्ठितम् ॥६॥
6. parasparabhayādeke pāpāḥ pāpaṁ na kurvate ,
evaṁ sāṁsiddhike loke sarvaṁ daṇḍe pratiṣṭhitam.

6. Some wicked individuals do not commit sinful acts (pāpa) out of mutual fear. Thus, in this world (loka) which is naturally ordered, everything is established in the rod of justice (daṇḍa).
