39.
The destruction of the enemy, accumulation (of resources), protection (of the kingdom/people), and also both the affairs of material prosperity (artha) coupled with natural law (dharma) and pleasure (kāma) – these are the important considerations. Therefore, a wise person (matimān) should deliberate on these and other matters. For this reason, a king should seek counsel from an intelligent individual.
