महाभारतः       mahābhārataḥ - book-12, chapter-120, verse-21

क्षुद्रं क्रूरं तथा प्राज्ञं शूरं चार्थविशारदम् ।
स्वकर्मणि नियुञ्जीत ये चान्ये वचनाधिकाः ॥२१॥
21. kṣudraṁ krūraṁ tathā prājñaṁ śūraṁ cārthaviśāradam ,
svakarmaṇi niyuñjīta ye cānye vacanādhikāḥ.

21. The king should appoint to their respective duties individuals who are petty, cruel, wise, brave, and expert in practical affairs, and also any others who are authoritative in their speech.
